Building nest over eggs

Hey everyone, it's nice to be back on these forums.

Two to Three weeks ago, our blue began laying eggs. We had some very bad weather including storms and nights below freezing. After four eggs were layed, the blues stopped regularly incubating the eggs. Two weeks went by and I only saw the blues once or twice a week. I figured something destroyed the eggs.

Recently, however, I have seen the blues at the box so I went out to check the nest. I found that the nest and the four eggs were still there, however nesting material was covering the eggs. I removed the nesting material and waited another day. Today, I checked the box again and the eggs were once again covered by nesting material. Am I correct in assuming that the eggs are inviable? Should I remove the eggs from beneath the new nesting material?
