Seed starting in Winter greenhouse lighting garden question. =)

As you can probably guess, I had a bit of trouble figuring out which forum to post this in...lol. I figured the Winter gardners might be the most knowledgable about what I need help with though. I want to start my seeds really early next season. Like, probably January 1st. The main thing being, I have to keep this somewhat cheap (especially electric bill part). I want to put a small greenhouse of sorts (probably one of those plastic dealies you can buy at HD, Lowe's, etc.) in my storage closet on the porch & start seeds in it. My question is, what would you recommend to keep the seeds/seedlings warm enough through the rest of the cold months that isn't wicked expensive? Any & all help appreciated.
