Another newbie gardening question

A landscaping contractor I talked to about doing some work for me suggested I cut back some of my plants (esparanza, salvia greggi and butterfly bushes) and then "fertilize well." So DH went to the nursery and bought some spray on fertilizer (Hasta Gro). The bottle says it is for plants that get food through leaves, instead of soil. So here is my dumb question--if I cut back the plants, they won't have any leaves, so how will the fertilizer work? Or did we buy the wrong kind of fertilizer?

Also, has anyone tried Over the Top weed killer. Same landscaping guy also suggested using Over the Top weed killer to get rid of the many, many, many weeds in a very, very, very large bed. He said it wouldn't hurt the other plants (all trees and bush-type plants.) Anyone have any experience with this product?
