Let's talk about bindweed

I have just moved into a house. We have a chain link fence in the back yard. On the other sie of the chain link is a really ugly back yard. The fence is overtaken with bindweed, which hides the fence and the neighbors almost completely. Do I have to remove it? On the fence that is next to the chain link is english ivy. Can I train it to come around the corner and grow on that fence as well? It would do a nice job of hiding everything year round. Does the bindweed go dormant in the winter? SHould I cut it back? SHould I just try to kill it off and start over with morning glory?
