Is leaf roll (curl) permanent?

I posted about my Black Krim tomato leaves rolling up into a cylinder shape. The concensus was that I was over watering. Well I cut down the watering to once every three or four days and the leaves on the worst affected plant are all still curled up, and on the less affected plants many of the leaves are still curled up. Once the leaves roll up do they stay like that forever? The worst affected plant is also growing slower than the other 22 tomatoes I have planted, or at least it seems that way due to the distorted leaves, and has some flower buds but they are not open, whereas my other plants are covered with open flowers, although not many fruit have set yet. Of the six varieties of tomatoes I planted, only the Black Krim are exhibiting this leaf roll problem.
