stunted seedlings question

Hi all,

My tomato seedlings are growing slowly, presumably due to the long, cold spring and a very drafty room. They've sped up in the last week or so as the weather has warmed, but they're still perhaps 2 inches high after a month and a half. There are several different varieties, all doing basically the same thing.

My question is whether these plants can be expected to recover and do ok, or whether I'm best off restarting seeds or just buying seedlings ready-grown. I'm about 2 weeks from last frost date.
