Double Knockout Roses in Zone 5

I'm posting under Upstate New York because it would not be helpful to hear advice from folks living in warmer climates.

I planted a few Double Knockout rose bushes 2 years ago and was generally pleased with them at first. This spring I had to cut them back severely because all the new growth seemed to be emerging from the base rather than from the existing stems. I have them at the back of a shallow border and I really would like them to have a bit more "presence" by now but they look so puny compared to everything else and they haven't bloomed yet.

Is it your experience that these plants don't bounce back quickly after winters in upstate New York?
