Re potting and Rooting tomatoes from an 'almost' cuttings

Hi, I repoted my tomatoes today even though only some had true leaves. I discovered two things.

#1 I now know the reason for wilting among my older seedlings for no cause. it turned out that the potting mix was only evenly moist in the top inch or so the rest was dry as dust. When the tomato roots got long enugh and then had no moisture avalible.

#2 I had noticed my NAR wilted more often then any other tomato. It turned out it hadn't grown any new roots since I put in the seedling cup after chitting.

My question is about my NAR seedling that I potted it up in to pre moistened potting mix with bone meal in it. I potted deeply upto the leaves. will it root like a cutting or a plant from the stem. the one root it has is not rotted but I think the meristem tissue must have been broken off when I I planted the chitted seed.

So will MY NAR grow new roots from the stem?
