seed starting medium always dry?

Hi,

I am starting my second batch of seeds, using the Ferry-Morse seed starting non-soil medium, in peat strip pots.

In the past, I've used the burpee seed starting kits, which wicked the water up through the medium and kept the starting pods bottom-watered. However, the ferry-morse mix doesn't seem to bottom wick at all, and even after top watering it, the material still feels dry to the touch, and if I keep watering it, it just gets "soupy" for lack of a better term, not "wet" if that makes sense. I am doing it wrong? Is it supposed to feel pretty dusty / dry?
