questions about tomato discs

I went to the local hardware store where I live to see if seeds are available yet. They have tomato discs; each disc has about 20 seeds, and one disc is the equivalent of a seed packet.

I know if you're direct seeding tomatoes where they're to grow, you don't have to transplant.

However it says on the back of the packet that when they have 2-3 leaves (I'm assuming this means true leaves, but I don't know, as the packet doesn't specify this) they can be transplanted to separate pots.

My question is basically this; when the seedlings are 2-3 weeks old, would they be old enough to transplant, or should I wait longer?

Since there are multiple seeds in one disc, when the seedlings germinate and are big enough to transplant, I'll have a ton of seedlings.

I'm not even saying that I'm going to do this; it's just

something I'm debating doing. I could use help regarding this please, as I've never transplanted seedlings before.
