Hot Pepper seed starting question

After reading this group I'm convinced I need to start seeds in order to get better hot peppers. I grow in containers and had success although last year I had big problems with a couple of suppliers of seedlings. Most of the seedlings didn't produce fruit until very very late and some of the seedlings weren't at all the habeneros that I wanted to grow. Instead they were chili peppers.

So I'm sold on starting from seed and going to a seed bank. I'm in Chicago Zone 5b and I hope mid January is fine to start seeds. After perusing the seed bank I run across this statement from: http://www.batnet.com/rwc-seed/Pepper.growing.tips.html

"NEVER, NEVER, NEVER ever use peat pots, peat pellets, or potting soil that is mostly peat."

Here's my confusion: I'm used to using peat moss and perlite to start seeds in. I have had much success last year starting all kinds of seedlings using this. Is this true for hot peppers or just an overaction from one web site?
