Is there a reason for a curved razor blade that you could explain. Sounds like a woodworking supplier would already have such a tool(saw in a catalog). I have a similar tool I got in a food garnishing kit. Didn't think about using it for budding.

There are many tools made with stainless steel but they are not razor blade. The purpose of a razor blade is to be used and disposed off once it is blunt. I found a tool with tube shape which I can saw off, pressit into an ellipse and make a reasonably sharp blade but won't be as sharp as a razor blade. The ellipse shape allows me to take a clean cut and remove a patch of skin together with a leaf bud. This gives perfect fit. It is also very fast to extract buds. My test shows 100% success rate on dozen of grafts.

Don't know about a tool maker but I took apart one of my Gillette Goodnews razors with three blades and used medical tweezers to fold the blades together and stuck them into the handle of an X-Acto handle forming a loop razor blade.The thinnest of the blades snapped in half but the thicker blades folded nicely. Still don't know exactly how you are using it but I use it to remove the interior woody material down to the cambium after removing the bud with a budding knife.Is this right, works better than my finger nail.
