novice pepper gardener needs advice

So, I fell in love with Peruvian food and need to grow the ajis so I can cook.... I managed to find seeds for Aji Amarillo, Rocoto, Limon and Panca plus the ornamental Peruvian Purple and the herb Huacatay. Should I start any of these now, winters are fairly mild here although nights get down to the 40's in mid-winter or should I wait until spring? I have a heat mat. I have grown Aji Dulce (my SIL is Puerto Rican and I was born there) successfully - nice flavor! And Cayenne, Paprika, Pasilla and currently there is a healthy Chocolate Habanero (way too hot for me, can I dry them for gifting?) and some Chocolate Bell Peppers thriving in the garden now that the temps have fallen somewhat. Thank you!
