Fruit flies stunned by hot peppers?

I'm drying assorted reject hot peppers to use for garden pest sprays next year. Lots of fruit flies are on and in them. They don't fly up and leave when I disturb them. I can carry the plate outside and even then have to push the flies off. When they get on other fruits and veggies, they fly up instantly if I come close.

Does anyone know if peppers immobilize or affect insects in other ways? I was figuring the spray I planned to make would help keep mammals from chewing up my plants. Didn't think it might attract or/and drug insects.
