question about blooming age

I have a plumeria that is going on it's second year. It is potted and spends all year round outside under a porch (with a southern exposure for maximum light exposure). The first winter, it went decidiuos and i had to cut back at least a foot because the tip rotted. Soon, it branched out and now i have a three-branched plumeria that is about three feet tall. It still hasn't gone decidious yet, but it will soon. My question is, if the tips don't rot away again, how long until these branches flower? Can they flower this following season? Thanks for any input! In the meantime, i can enjoy the blooms of a another member of the family Apocynaceae - oleander. The pink one has a pleasant frangrance.
