Chile Powder Question

I have a bunch of dried chiles left over from last years crop, and since it's harvest time again, and I will have many, many chiles, I've decided to grind up some of last years crop into powder. My question is, is it necessary to toast the chiles before you grind them? I've noticed that some of the "recipes" suggest that you toast the chiles in a pan or a baking sheet on low heat. Why is this necessary or is this necessary? Here's what I'm planning on powdering:

Serrano

Aji Amarillo

Nu Mex Big Jim

Chipotle Morita

De Arbol
