Help - Green Bell peppers changing color while immature

I have searched online for an answer and have not found an answer other than "blossom end rot" which is not what's going on with my peppers.

I have two green bell pepper plants. I've harvested several from the first plant, all which have matured to a full green 4" pepper. However, the bell pepper plant behind it has been growing at a slightly slower pace. The peppers have, seemingly in two days, turned from dark green to purple-red. The conditions are exactly the same - I water them after the sun goes down, they aren't oversaturated or underwatered. The peppers are not soft or mushy. The white "spots" you see in the picture is just dirt on the peppers. They are shiny, firm and without blemish... they're just the wrong color! They aren't yet mature. As you can see in the picture, the tiny one isn't even an inch and a half long. Can anyone help me? Thank you.
