Are these ready to be transplanted outside?????

I have eight frangipanis that I rooted from 14" cuttings. I removed all but the atypical leaf(s), allowed them to callus for 10 days, applied a root hormone to the bottoms, and shallowly planted one inch deep in mixture of peat and perlite on August 20th. Since the leaves started to develop, I placed them in full sun and increased watering. Are they ready to be permanently planted in my yard outside of the pots? Today is 9/22.

It has only been one month,they seem to have some nice leaves developing, but after only one m onth are the roots established enough to transplant? also, any transplant tips would be helpful. I live in SW Florida Zone 10.
