Late Summer Butterfly Bush Cutting

I have successfully rooted about 36 Butterfly Bush cuttings. The cuttings were taken in late August. However, they are individually potted in 4" pots and I don't know how to overwinter them. They have a nice root system and I wasn't sure if I should remove them and plant them in the ground for the winter. I plan on giving them away or selling them in the spring. So I guess my questions are... Should I plant them in the ground? Can I leave them in the pots (I have no greenhouse) and plant them pot and all? Should they be brought inside for the winter (not ideal as I have a very small house)? I'm in zone 5. Any help would be greatly appreciated. Thanks!
