Chipping Allium Giganteum

Over the weekend I cut an "allium giganteum" into 11 segments all with a little bit of basil plate attached, treated them with powdered sulfur and then placed 3-4 into small re-sealable plastic zip loc bags filled with perlite. All this was done in the attempt to produce more plants from the one bulb.

My question is: Should the perlite be kept dry or should it be slightly moist?

Any help would be appreciated.
