Mulberry rooting--transition from water to soil ?

Stuck several pieces of mulberry pruned from bareroot in water as had planned to try to strike roots in soil mix. This was probably 2-3 weeks ago & only just got back to them. There were white dots on the sides which turned into protruberances & now little 1/8" long white "growths" (roots?). Leaves are unfolding; also has what must be a flower on it--sort of like a green caterpiller!!! The bareroot is doing just fine, too, and also has a flower on it. Anything this tough & productive is my kind of plant, so I'm really anxious to get cuttings to root successfully in soil mix (or sand, or perlite, or?). Have never had any luck trying to get cuttings to take before.

So:

1.) Do I try to just move the cuttings to dry medium?

3.)Or, do I wait until roots are longer (how long?) & then move to dry medium?

2.)Or, do I cut off the part that was in water & plant what is left?

4.)Anything else anyone might want to add--I live in a hot, dry climate, but can site cuttings in pots outside under shady plants.
