digging up a pepper plant and moving it

I have some peppers I planted about five weeks ago that basically haven't really grown at all, I'm thinking I didn't break up the dirt enough around it or added enough compost, most of the plants I planted this way haven't reached the same growth as have the later ones I planted later in raised beds and well tilled soil.

I'm thinking since they aren't very big anyway, the root system problem isn't highly developed and so i was considering carefully digging them up and moving them to a bed I've prepared thats well tilled with plenty of organic matter.

my question is what is the liklihood they'll go into shock and drop all their leaves or croak in the process? I was considerign digging up six or seven plants and moving them.
