Hi there! Well, Plumeria like to go dormant for the winter and they don't like to be cold or have their roots stay wet for too long - so sometimes the reduced daylight / temps mixed with staying wet too long or getting too cold can make them rot. The bst thing is to let it dry out in between waterings and to have it in a really well draining soil so it doesn't stay wet as long. If you allow them to go dormant they need little or no water during this time. Sometimes they can shrivel from not having enough water too. What is your watering schedule like? Is the soil wet to the touch right now? I'm not sure there is anything you can do at this point depending on how much it has been affected, could you post a picture by chance? Does the soft area look dark? If it is truly rot then you will have to cut it to try to save it. Maybe others can chime in on this or we can get a little more info before telling you to cut though. You could also take the plant out of the pot and examine the roots to see if they are brown and if so prune those off.

It's dead. 1" of tip isn't enough to do anything with. There's loads of cuttings available on Ebay and you might be able to get cuttings from someone on the forum when they prune their plants. Do a search in this forum for rooting instructions. You might even consider getting a plant that's already rooted. They can also be found on Ebay and several nurseries. You can do a search on the forum for a list of reputible sellers too.

why seal with plastic wrap??? seems like that would promote problems. I see it as putting saran wrap over a fresh, moist wound instead of letting it scab over. But if it works for you, whatever.... As OP reading the various suggestions, you can glean that is must be relatively easy to root a plumie as many ways seem to work. I say, cut, let it callus until cut area feels like a scab, 1-7 days. You can dip in rooting powder immediately after cut to improve odds of rooting success but not absolutely necessary. I bring mine indoors and place on a table and they seem to scab over fast, probably the dryness caused by AC. But a shady outdoor spot will work also. Pot in light soil, water thoroughly, place in the hottest sun you have and do not water again until you see new leaves, about a month to 6 weeks, depending on the cultivar. As you see leaves developing/growing increase watering. Do remember that during rooting process, you can correct if underwatering but you CANNOT correct if overwatering--only outcome in that case is rot. Good luck. Edited to add: I see you live in z8 so rooting process will take a little longer, especially if nights are cooler. Plumies LOVE heat, the more brutal, the better. You can do this.
