how long to wait for remaining seeds to sprout

Back in Mid Nov. 9 0ut of 10 of my palmeto sabels sprouted

Since then they have been growing in black pots and kept indoors with indirect daylight. Still only one sprout that is now nicely green but still too small to grow leaves; yet they seem happy.

Back then I also noticed that one of my Fortuni Windmills had sprouted. It is also growing nicely now.

I just do not understand why the remaining 19 Fortuni Windmill seeds are showing no signs of sprouting now that it is 2 1/2 weeks later. I check the plastic baggie and there seems to be enough moisture. The baggie is still being kept on top of the refrigerator; same place it was kept when the first fortuni seed sprouted.

How long should I wait for these other seeds to sprout?
