Newbie question about starting seeds indoors

Hi everyone! I thought about asking this over in the "Growing under Lights" forum, but I was afraid it would be a stupid question for them. :/

Anywho, I'd like to try to start some tomato and pepper seedlings indoors this year, and I'm wondering whether the seedlings need to be under grow lights for the full 14 hours a day or whether I can keep them on a south-facing windowsill during the day instead?

We have some nice fluorescent fixtures under our kitchen cabinets that would work nicely as grow lights, but since they're all "cool white" I'd have to buy new bulbs. I'd also have to convince my energy-efficient husband that yes, the lights really do need to stay on 14 hours a day for several weeks. I might be able to convince him to leave them on for a few hours in the evening if I can get away with moving the seeds back and forth between the window and the kitchen, but if they need grow lights all the time I may be better off buying transplants from the nursery.
