Peppers aren't growing very fast

Hi everyone! I'm totally new to growing anything, and am a little worried about the state of my peppers. They have been transplanted into my garden for about 3 or 4 weeks, and not growing very much at all. I will post some pictures later on today, but my habaneros all have nice green leaves but are only about 6 inches tall, jalapenos are groing but only have 3 or 4 leaves each, other 2 varieties (gardensalsa and red chili) seem to be doing better. Used miracle grow premeasured fertilizer once, and keep watered. I know I am in a cooler zone, but it has been at least 90 here for about 2 weeks, and I am beginning to think my start at gardening is going down the tubes quickly. Anyhelp would be appreciated. Side Note:tomatoes,green beans, and cucumbers are all doing very well in my new little garden.
