Cicada Killer Wasp nest, question

During the heat of the summer I found cicada killer wasp nesting in one of my flower beds underneath a plant I would much like to move. Well I have been reading about these insects and supposedly they are suppose to close off the hole when they are going "dormant". Well the nest is not closed. I really want to move this plant this wasp has decided to nest under.

Is it safe to move this plant?? If the wasp is still active in there and just eating away on the cicadas it buried am I going to get stung??

Here is a picture. The plant is a total reseed and when this cicada killer first decided to build its nest this plant was not that big. I figured the plant may die cause of the lack of soil underneath but it hasn't suffered one bit.
