need help w/ plumeria w/ top half rotted...

Hello,

I've received Plumeria plant ( 2 1/2' stick - no leaves, still in hibernation). It's about year and half old. It had very fragrant flowers blooming last year.

Unfortunately, it was left outside all winter long. It's been exposed to some rain during last winter. It seems to have shriveled top and rotted nearly top half of the plant.

Who can I do to revive it? Can I just cut the rotted top half and will it grown back or should I just leave drying rotted top half alone and hope that branches will shoot from bottom half of the plan?
