When do I turn off the heat mats?

I started a couple dozen chile seeds two weeks ago, about 60% have sprouted so far and are growing FAST (though no true leaves yet). I have them on top of a heat mat, under a flor. grow light. I've heard leaving them on the heat will lead to leggy plants, but 40% still haven't sprouted, and my house isn't super warm (high 50's during the daytime). When should I remove the heat? Also I have a humidity dome over the tray since it seems to help germination, but now I'm worried about the already sprouted seedlings damping off. Should I lose the dome too?
