Plumeria bloom this year?

I have a cutting from a Singapore White parent which hasn't bloomed in three growing seasons. The cutting was planted last season and has more than doubled in overall girth and length. However, the cutting didn't have any branches and grows straight up. I'm waiting for it to bloom so it will create new branches, but since the parent plant hasn't bloomed in so long, I'm curious if this plant won't either. If not, can I top it to encourage branching?

It was originally 6" and is now 13" with a 1" trunk.
