How long before new growth appears?

I've got 2 washingtonia palms planted outside, a robusta and a filifera, both just under 4 ft. tall. They got nipped pretty bad by the cold snap we had here around Christmas. I work night shift and didn't have time to cover them before leaving for work. They were more or less defoliated. They've spent the rest of the winter bundled up (mulched w/leaves and straw), but wondering if it was too late.

The trunks are still solid (no signs of rot), and what's left of the leaf spear is secure, can't be pulled loose. So are these palms history or is there a chance for them to bounce back? And if so, how long before I see some new leaves?
