Dealing with deer

This is my first year in Oklahoma. I'm not even sure if a deer is really my problem. I'm just taking a guess, because I've seen almost as many deer as dogs since I moved here 7 months ago.

I went out to check on my veggie garden today and saw that a few of my plants had been cut all the way to the ground. There was no damage to the tomatoes, zucchini, bush beans, peas, watermelons, or musk melons. But the corn and artichokes were not so lucky.

If not a deer, what else could have done it? And what can I do to prevent it from happening again?

Cheap alternatives are prefered.
