Foxtail Palm

I have a foxtail palm that I planted in Nov. 2007 (my second mistake) first mistake was buying one in my zone... Anyway, it had two trunks, one did well. The other not so good. I noticed that it never produced a new leaf spike, then the trunk just below the top of the tree started to bulge, finally got a good look and noticed that the new frond was trying to open in the trunk!!! It is showing about 2in from the top. What can I do about this? I was thinking that I could split the top of the trunk to allow the pressure to be released but I thought that I better ask here first.

The second smaller trunk has a new spike starting to show, other than some cold damage on the leaves it is doing fine.

Any help would be great.
