Spraying water prevents plants from freezing

I've heard this a lot. One year we went out just before sunrise and sprayed water on the fruit trees and saved the fruit that had set on them. Just wondering if it works on garden plants? Anyone ever try this. The thought of getting up and spraying cold water that early didn't sound to appeasing so I put gallon buckets over the tomatoes and peppers. Hope that works!!
