new cheap deer repellent

when I was in the garden section today... a lady was telling me how the deer demolished her garden so thoroughly that she thought her neighbors were actually stealing her plants. She "staked out" a view at the window and waited at night to find it was one single (very fat) deer. She said she hung mothballs in a piece of pantyhose in between the plants "here and there", "not a lot" and never had another problem! I've tried the "Irish Spring Soap" trick and it didn't work. I tried dog hair in the branches of trees... it does work. (the deer stand there and stamp there feet and snort at it, but don't touch the tree), unfortunately, it won't stay in the tree and is much less effective on the mulch. A man standing nearby said he tried that theory with human hair and it didn't phase the deer at all. Can anyone think of any harmful effects of mothballs if they weren't actually touching any plants?
