Well, I doubt you would hurt it too much by moving it now as it is so close to the time when it would be normally going dormant anyway. However it could stress it unnecessarily if the temps are still high and fall rains not yet arrived in force. Certainly won't hurt to wait a few weeks if you can.

You need a large container of warm water to lessen the shock. Maybe 80 F water is good. You shake the root ball up and down in the water washing off the soil until you have like all roots only. The plants will separate. some roots get broken off but you can keep almost all plants alive. You can lay the plants down in water. Keep them in water until they are transplanted. As you pull the plants apart keep them in water. the water will help to untangle the roots. But some will get the roots broken off. That is ok the plant will grow new roots and recover. pull them off the rootball in groups. even pull in half. that brings some roots with the pulled off bunch. now separate them. move the plants up and down in the water to help separate the roots. After transplanting you give them some time to recover from the shock. Bell peppers are much harder to grow then chile peppers. The bell peppers will just not produce all bunched up. You could chop off all plants except one plant. You could cut down the plant and root the cutting but that is somewhat tricky and difficult. I would tear them apart and not worry too much about roots being lost. just plant them and they will make a comeback. right now the most valuable part of the plant is the roots and the part of the stem below ground from which the roots grow. new roots will come out of that part very fast. just keep all the stem and a little root and it will grow for you just fine.

They're only in 9 oz. cups (the first planting) and in 5 oz. cups (the second and third planting). The ones in 9 oz. cups either need to go into the ground yesterday, which didn't happen, or be potted up to Solo cups. I think the Solo cups that I have are the 18 oz. ones. There is a high probability that I'll put the first round of tomato plants into the ground Tuesday or Wednesday, and then put up hoops and be ready to throw row cover over it if the cold returns near the end of the month. Some models hint at that. Otherwise, I'd be out there putting the first two dozen tomato plants in the ground right now. I figure that if really cold weather is coming back 8-10 days from now as some models suggest, then by Tuesday we'll have a better idea how cold it will get. If we hadn't been so cloudy all week long, the plants in the 5 oz. cups would need to be potted up as well but a lack of sunshine has had them growing slower, which is a good thing as maybe I can take them straight to the ground without potting up. The earliest round of tomatoes already had been outside a lot before those last two snowstorms and were getting big so all they did was stall when I had to put them back inside. Now that they are out again, even in heavily cloudy and rainy weather, they're growing like weeds. Good weeds. The four earliest plants that I bought and put in gallon pots are beyond ready to go into the ground. One of them managed to set 3 or 4 tomatoes before the snow arrived, so I'd like to put them in the ground soon. The other three bloomed while it was snowy and the blossoms dropped. Those three are about to bloom again and this time should set fruit. The greenhouse is staying above 50 at night and they are outside during the day. I have tomato plants in every possible size and stage of development, and barring an unforeseen disaster, ought to have a great tomato year. I don't know that the harvest will be any earlier than usual because in years with a really rainy spring, all the cloudiness and cooler temperatures make the plants grow really well but the fruit grow and enlarge more slowly than when we have non-stop sunshine.

Technically now is the time to put vegetable seeds outdoors but you would have to make sure your plants are fully hardened. So you are doing this now gradually and you need to leave them out overnight. If too much heat is an issue protect with a shade cloth. I've just put out my tomatoes, peppers and zucchini.
