perennials and annuals to go with roses

I think my rose garden is missing something by being only roses. I have purchased some seeds, and want more, but have no idea when to plant them.

At some point I have planted Larkspur, and they come up every year. I also have columbine. But in with the roses would you use Lavender, Forget Me Not, or Cosmos? I have used Cosmos before, but outside of the roses. Of course verbena is one of the most beautiful, but I don't know if I could handle the seed. I usually think of planting the plant.

Susan if you are reading, I saw your response to Trudi in teh winter forum. Your response was very diplomatic, well organized, sensible, logical, and easily understood. Her reply did not really make sense.

I'd sure like to know when to plant seeds, and how to keep the birds away. If you pour mulch over them, the sun won't get to them. If they are on top of the ground with the mulch removed, the birds and culprits will get them.

Suggestions?
