Yup, Alliaria petiolata, Garlic Mustard. It's a biennial - makes a flowerless rosette of leaves the first year, and then has a good start when it flowers next spring. The late bloom time was one of the reasons I suggested a Styphnolobium. Here are pictures I took last year of a Styphnolobium japonicum blooming at the very end of August here in Western NY State. Yep, it's a vetch. They can grow wild and are considered to be a weedy pest in some places, while others buy vetch and plant it. It's good for preventing soil erosion, and I think for an addition to cattle feed as Jim says. Since it is a legume, it's also used sometimes for its nitrogen-fixing characteristics, then plowed under.
