If your local Extension office doesn't recommend seeding "Cool season" grasses this time of year -- you could do 1 of 3 things... 1. Benign neglect... Block it out of your mind and leave it be for this season.. Send yourself a calendar reminder email for whenever your state university recommends planting... 2. Feed the weeds you have until a suitable planting time. 3. Overseed with a grassy looking warm season annual of some sort or another. The idea is that the best course of action involves keeping roots in the ground.... Doing either #2 or #3 will get you through the hottest part of the summer with some semblance of Green -- and then you can plant a "Normal" turfgrass late summer... #1 is free and will let you take advantage of summer fun until it is the right time to do something... It's not too late, its too early. The best lawn seeding time is late August. Get a good soil test done, and then ask what you need to do to address the deficiencies. Get ready now for the best shot later.

Sounds like this is still going to be a mostly shady area. Try perennial rye and creeping and red fescue. If the weather stays warm in October you will have some cover

I'd go with the starts. The PNW has a short enough growing season when it comes to hot weather crops like tomatoes and peppers, etc., that IS rather late to consider starting them from seed now. By the time the seeds germinate and develop enough to reach a size where they can be safely planted out, you are looking at midJune, if not later. Unless they were very short harvest varieties, they may not mature enough to produce much of a crop before the weather shifts. And I'd consider even going with the largest starts.......FWIW, I just planted gallon sized starts that are already beginning to flower.
