trachelospermum jasminum issues

OK, I moved into my own apartment 3 years ago and the first thing I did was plant star jasmine in huge buckets on my patio. After a rough start (I had to figure out what the term "rootbound" meant), my latest plants have survived for a whole year. Unfortunately, I can't get them to flower. Now, granted, it's May here in CA, so I'm guessing it's simply out of season. But we've been having some unusual hot weather over that last few weeks. Also, the positions of my plants seem to be having an effect on their growth--the one in the middle gets the most sun (I think), and it's growing like mad. The one on the left is actually dying, and the one on the right is kinda stunted.

Can somebody help me at the very least avoid killing another plant? And at the most, get these things to bloom? I wanted a cover for my patio, and a sweet scent too. Help!
