seeking suggestions for natives for small hedge

I have the proverbial postage-stamp front yard, and would like to plant a sort of hedge along the front walkway to discourage litterbugs and irresponsible dog-owners (both of which abound in my city) and to give us a little privacy. The front edge of the yard is about 30', with a slate walkway dividing it into two sections. I had planned to put in some rosa rugosa and enjoy the rosehips, but I've since learned that they are non-native and potentially invasive. Also, it seems they aren't really suited to such a small space. I have a fig tree in the middle of one half of the yard, and a dogwood in the other, so I'm looking for something that can be kept trimmed to about 3' high and maybe 18" deep. I'd love something that would provide food and/or shelter for birds or butterflies. Any ideas? Thanks!
