soil and water conservation district = narrow-minded

our county soil and water conservation district just sent out a flyer in all the newspapers advertising a tree sale. included for sale are european mountain ash, austrian pines (aren't they disease-prone here?), crown-vetch, english ivy, pachysandra terminalis, etc. i thought it was pretty sad that they couldn't even come up with one native groundcover to offer. are these plant choices decided by each county, or is this something the federal government hands down to them? i'm just wondering if some counties are more into natives than others, and ours is just toeing the same old line they have walked for years and years.
