How to get rid of mugwort?

Hello, everyone! It's myfirst time posting on this forum. My husband and I live northwest of Boston, MA. We have a 4' by 4' plot at the corner of our house, right beneath a dining room window. The area gets sun all day long. The soil is a bit sandy, but would probably be fine for a small flower garden with some amendments.

The problem is the mugwort. It was there when we bought the house, and comes up every spring like clockwork. It flowers in a violet blue color that is really spectacular, however it chokes out every other thing that we attempt to grow in that area. It also appears as random "volunteers" around our yard and the rest of the neighborhood. It's been simple enough to pull up single volunteers as they come up, however we cannot seem to cut them back in this one area. Does anyone have any suggestions of how we could remove some or all of the mugwort?
