PergolaPlants/Vines

Hello, I'm a first time poster.
We're in the process of having a pergola built (12 x 15) in Washington, DC, and I'd like to have a plant/vine grow quickly, evenly, and that is beautiful but with minimal attraction to "harmful" insects, if possible. I mention harmful because I have a newly born and I'd hate to be constantly worrying about bee stings, for example. My 2 questions are:
1) What plant(s)/vine(s) shoudl I consider planting?
2) When should I consider planting? Now (mid Oct); by the time the pergola is finished (early-mid Nov); next Spring (March/April)
Any and all thoughts are greatly appreciated. Thanks in advance!
