Of the ones on your list I've grown a number no-spray.

White Pet is not very disease resistant and mine hasn't been more than 12" tall and bare of leaves by late summer.

Madame Alfred is subject to blackspot and defoliation, though it will pull through if you don't mind looking at a naked bush. She prefers full sun for blooming well, though will tolerate some shade.

Rose de Rescht is a very good rose and very fragrant. Mine is about 3.5' tall. It will get some spots on the leaves but does not defoliate badly and repeat blooms very well. He tolerates shade well.

Marie Pavie is another favorite. About 4x4 grafted, but will be smaller on own roots. Better than average blackspot resistance for me. Excellent repeat bloom and shade tolerant. Marie Daly is a pink spot.

Heritage is a very good Austin and pretty healthy for me. Mine is 7x5' by the end of summer! It is always covered with fragrant blooms.

I got rid of Comte de Chambord due to blackspot problems too.

I agree Zephy is a very good bourbon and mine has had less disease troubles than I expected. I grow mine in a sunny spot. I tried growing one in a lot of shade and it did not bloom as well for me; I can't remember if the disease resistance was noticeable worse.

I would also recommend you try Souvenir de la Malmaison, Jacques Cartier, and Indigo for other fragrant and healthy old roses. Plus most once blooming gallicas, albas, and damasks do really well in this climate. (you really ought to try a few once bloomers) For Austins try William Shakespeare 2000, Jude the Obscure, Prospero, and the Mayflower in addition to Heritage for healthy roses.

The Fairy is very disease-resistant in my garden, and practically everblooming once it gets started (which is a little later than most of my other roses). If it only had some fragrance, it would be absolutely perfect.

In my garden, MAC doesn't get any more (or less) blackspot than any of the other OGRS. It is a rampant grower for me - I train it on an obelisk and have to prune it like crazy every spring to keep it in line.

My Marie Pavie is too young for me to comment on its behavior yet.

The Fairy is pretty disease resistant and blooms like mad all summer and well into the fall and early winter. Height is about right - width maybe closer to 4 ft (mounding shape). The is one of the easiest, carefree roses there is.
Rose de Rescht gets blackspot in my no-spray garden, but is well worth it. It recovers well, reblooms well, and is incredibly fragrant. The height of mine is around 3-3.5 feet and is much narrower than the height (vase shaped.)
Mme Alf was very disease resistant for me and rebloomed well. I had it for about 2 years and moved away before it got really big, but I could see the potential for it. Mine was in nearly full sun so I can't comment on shade tolerance.
Marie Pavie is a great little rose. It may get some blackspot but quickly recovers and is a great rebloomer in a small package. Mine was own root and, once the rabbit left it alone, never really got over 3 ft. The one in my new garden is grafted so it will be interesting to compare.
As for powdery mildew - the only times I've had it on anything other than a lilac was on potted roses when the weather was dry. It supposedly likes warm days and cool nights. We seem to always get hot, hot, hot, and cold, cold, cold.

I don't think Constance Spry (not an old rose) had any blackspot last year or the year before. My chinas (Slater's Crimson China and Arethusa) don't get it either, and neither do the gallicas (Charles de Mills, Cardinal Richelieu, Belle de Crecy) or Cecilia's Darlow's Enigma. Maybe Cecilia's Shailer's Provence did, I can't remember, and the hybrid perpetual Mrs. Sanford and the noisette Nastarana get a bit. Everybody gets powdery mildew when the days are warm and the nights are cool.

Definitely try the once-bloomers -- much less trouble with the Japanese beetles.

Hansa is a gorgeous rugosa rose with red-purple, clove-scented flowers and yellowish fall color. Give it two years to establish itself and each May-June it will be literally covered in flowers, with sporadic bloom throughout the summer. I have three of them and they didn't drop a single leaf till November, while my David Austins and Hybrid Teas were mostly defoliated by August due to blackspot. I didn't spray my Hansas at all, btw (rugosa roses should never be sprayed).

Have you visited the Old Stone House in Georgetown yet?
Behind it is an antique rose garden, full of mostly English roses. The differences in their scents is really interesting and surprising.

Anyway, if you're looking for "old" roses, that might be a good place to visit.
You can picnic there, too. :)

Also, Nick Weber's Heritage Rosarium has an annual open house up in Olney (off New Hampshire well north of the Beltway) each Memorial Day weekend. A great place to see all manner of roses in full bloom, five acres worth, and to buy own-root bands for reasonable prices.

The National Arboretum has a heritage rose garden that is part of its Herb Garden. I remember seeing seeing the noisette rose Alister Stella Gray for the first time there, growing up a dead tree. ASG is now one of my favorite roses (although it did suffer a lot of dieback this season!)

All of my roses are less than one year old, so I don't have a huge amount of experience. The only one on your list that I have is Mme Alfred Carriere and it doesn't look very good now. My only other casualty from the Winter was Natchitoches Noisette. Natchitoches was nearly evergreen until February, but now seems to be dead. Roses that did well last year (and are growing now) include:

There were no real problems last year, except that SDLM had a lot of Thrips.

Last year I put in a sport of The Fairy called Crystal Fairy which produced white flowers instead of pink. The 6 plants I put in were all disease free blooming machines through December I believe. Benhke's Nursery carried the Crystal Fairy last year.

Ispahan for me is seven feet tall covered in blooms and disease free. This plant is absolutely amazing. Souv. de la Malmaison is doing very well, too. Moonlight covered a fence in two years. If anyone enjoys miniature roses red cascade is ten feet high but does get a little powdery mildew but doesn't defoliate.

Zephrin is great for me too.

Last year I went to the Old Stone garden in Georgetown, at the recommendation of CFMuehling.

It was late summer, and many of the roses had hips. Some hips were as large as figs!

I would love to plant one or two roses that have hips as large as figs. Unfortunately, I could not find the names of those roses in the Old Stone garden.

If anyone knows of roses that do well in our area and have hips as large as figs, please post.

The Fairy (planted in full sun. doing beautifully, little disease, profuse flushes of bloom in spring and fall. Intermitent during heat)
Little White Pet (planted in full sun. some black spot, but not horrible. profuse flushes of bloom in spring and fall. Intermitent during heat) Needs regular deadheading to get rid of old blooms (cling to plant and turn brown)

Rose de Rescht (Some black spot in full sun, but not terrible. Gorgeous smallish deep rose blooms. Definitely worth growing. Great color. In a little bit of shade 10 ft away it was a black spot magnet)

Mme. Alfred Carrie (1/2 day sun. How many ways can you say stunning and gorgeous? Drenched in white blooms in the spring. Intermittent from then on. A reasonable display in fall. Some mildew otherwise quite healthy. HUGE and very vigorous. Reached 20 ft in 2 years. I'm a little worried about having planted it next to a building) Lovely sent.

Zeperine Drohin -- 1/2 day sun. Also drop dead gorgeous mass of bloom in the spring. very intermittent during the heat. OK flush of bloom in the fall. The spring makes it worth it. Absolutely mass of bloom -- think Tournament of Roses float. Lovely sent. moderate blackspot in no spray garden, but not unsightly.

Sombruiell. -- absolutely healthy foilage. One of the most beautiful flowers I've ever seen. A tendency for the secondary flower buds not to develop or to turn yellow and drop off. I suppose this is a disease. Heavy bloom in the spring and fall, light in the summer. Huge, also extremely thorny.

My garden is on a corner lot and my neighbors love all of these roses.

Modern roses that fit into an old rose garden.
Schneekoppe (Snow pavement). More than reasonably healthy rugosa. Very vigorous, spreads by suckers. Could form a thicket quite quickly. wanders into lawn. Beautiful flower. My neighbor's grade school sone said they smell like cherries. Blooms fairly steadily all summer.

Summer Bouquet. Healthy, nice bloom. My only problem is it's quite wide. about 5 ft across.

Heritage By vote of neighbors, the most beautiful rose on earth (or at least in my garden). Wonderful light sent. Little disease. Flower is a bit fragile, but worth it.

Sophies Rose beautiful flower, some black spot, but not unsightly.
The Sombriel was gorgeous. It's growning very vigorously and had almost no disease until it got a tiny bit of blackspot in late November. I'm really looking forward to seeing it this year.

The Comte de Chambord was a disaster. It was covered with blackspot seemingly forever. Looked horrible. I pulled it and sent it off to the Fort Totten dump.

I have one David Austin that seems to be very happy in my Baltimore yard: Shropshire Lad. I expect I'll go with OGRs for any other rose needs, but this one Austin is thriving.

Two Austins that do very well for me in Baltimore are St. Cecilia and Jude the Obscure.

My best rose this year is the noisette Crepuscule. Amazing growth, heavenly scent, little blackspot, even trained against the wall. Even the mockingbirds were impressed - Ms. Mocker was nesting in it until my husband accidently scared her away while cleaning the gutters this spring.

I have grown several Austin English roses since 2007. For climbers__James Galway has excellent blackspot disease resistancw. A Shropshire Lad becomes afflicted unless sprayed with fungicide about once a month. Shrubs--they all seem to require a fungicide spray about once a month to remain leafy and healthy. Jude the Obscure, Falstaff, Abraham Darby Bishop's Castle and Lady Emma Hamilton. No insecticides are used in my rose garden. For Japanese beetle protection I surround each rose bush with a palisade of softneck garlic planted in fall and harvested in July. Hummingbirds fly into my rose garden b/c I have planted a good selection of their favorite nectar producing flowers, principally beebalm and penstemon. They eat the flying midges.
