How long do I wait

Hi everyone. I planted three hydrangeas a year or so ago. the 2 in the backyard are doing "all right", blooming now and then. I was expecting lots of beautiful blooms but I will wait another year to see if they do better.

My question is about the one I planted in another location, which has more shade. The plant itself looks happy and healthy and green. BUT i haven't seen a bud or a flower. How long should I give this one (it is supposedly a "small" type of hydrangea but i can't remember the name at all and I can't find the tag.) until I move it to another location? I wanted some flowers in this bed that also has a large stand of coreopsis and some Rhododendons. So what do I do? Move it now, or give it another year.
