Too young to bloom ???

With Forever and Ever being capable of flowering on new wood, shouldn't young plants also bloom in their first season? I received mine this spring as a small, but healthy little fellow. He is now about 14 inches high and is stout, sturdy and strong ... but, without signs of any developing buds. Guess, I was wrong to think I'd get blooms so fast!
