Old, Old, Iris - What to Do?

We have owned some property for approx. 13 yrs. and recently built a home on it. There is a patch of iris under a tree on the property that is probably 20 years old or more that has never bloomed since we have been here, but still comes up each year. I would like to replant them in some orderly fashion, but don't know when or how to do so. Is it the wrong time of year (Oklahoma)? Are they likely to ever bloom again? As you can tell by my post, I know nothing about gardening.
