'Shocking' Roots to Force Bloom

I just happened to run across this suggestion in some literature the other day, but had NEVER heard this before.

They were recommended that one way to encourage Hydrangeas to bloom was to take a shovel and actualy slice down into the ground and cut the roots in a circle around the plant. The ideal is that it "shocks" the plant into thinking it needs to bloom.

I'm not sure I follow the logic. But does anyone actually do this? Does it really work? It seems that it can't really be good overall for the plant, but maybe would help keep it small if you needed to.

I just thought this was an odd piece of advice.
