Climbing Hydrangea went next door - help

My climbing hydrangea is about 8 years old. It's been growing very slowly and today I think I figured out why. I just noticed a large root has grown up on my neighbor's side of the fence and established a nice new vine about 6 feet long (as big as it is on my side).

The plant is flowering right now. My question is: am I better off leaving it alone or can I cut down the vine on the neighbor's side to get its energies back into my side? And if so, what time of year is best?

My other option might be trying to train it back if I can manage to remove the fence boards that it grew between (it's too thick to retreive as it is) and convince it to bend back my way.

The neighbor is not a gardener so there's no question of them wanting it to stay.
